I'm guessing this is a new feature they added to the proboards software, because I've never seen it before either.
But I am familiar with the basic concept.
On a forum where there are troublemakers, you can hit an option similar to Smite to say they're not popular. Or you can press a button similar to Exalt to say you liked something they said. Ironically, this feature is often abused by the troublemakers to make the well-adjusted forum members seem like flamers or trolls.
So, that's probably what these options are for, to say if someone has said something good or something bad and what you thought of it.
I don't know if it adds anything to the forum though.
Since I'll know pretty much instantly if someone is posting inappropriate material and take action to deliver an Uber Smite myself.
Fortunately, I've never had to do that. And I hope I never will have to.
