In 'Emotion Sickness' Ron expresses shock about missing Tara's crush when everybody else seemed to be in the know. The writers play it off as the result of Ron's general cluelessness about girls. But what if it isn't that straightforward.
One idea is that Ron was having one of those subliminal memories from ASiT during which he told Kim, "...I am so over blondes Kim, no novelty value whatsoever here." Thus, perhaps subconsciously, he no longer registers blondes as romantic interests.
My other idea might seem a little more sinister. While Kim is dating Josh, Tara approaches Kim, since she is Ron's best friend, to perhaps ask 'permission' date Ron or to pass on her interest. At this point perhaps a couple of things are happening; Kim is already starting to lose interest in Josh and/or her feelings for Ron are developing subconsciously. Unaware of a growing romantic possessiveness towards her best friend maybe Kim 'neglects' to pass on Tara's interest to Ron thus leaving him clueless.

I think that it would be just like Kim to do that to Ron. Keep him in "storage" until she's ready for him.
